Rural zoning is a different set of rules

Howard County's western districts — RC (Rural Conservation) and RR (Rural Residential) among them — carry their own dimensional standards and, in some cases, agricultural preservation considerations. Large lots mean setbacks rarely block an addition, but they are not the only question. Some parcels sit under preservation easements or subdivision restrictions that limit what may be built and where, and those live in the deed rather than in the zoning map.

If you are not certain what applies to your parcel, that is the first thing to establish. It is a records exercise, and it takes an afternoon rather than a design cycle.

Well and septic, again — and it matters more out here

Nearly every property in this part of the county is on a private well and an on-site septic system. As on the Clarksville page, the binding rule is that septic capacity is calculated from bedroom count, so any addition or basement finish that adds a bedroom generally requires approval through the Howard County Bureau of Environmental Health's bedroom application process. Where a system has to be expanded, percolation testing and a design review come into it, and the lot has to physically support a replacement or reserve field.

Site access is a real line item

This is the one nobody mentions in a brochure. Out here the house is often several hundred feet from the road, down a gravel or single-lane drive, sometimes over a culvert or a soft shoulder.

• Can an excavator and a dump truck reach the work? If not, footings get dug by hand and spoil gets moved by wheelbarrow, and the foundation line on your estimate changes accordingly.
• Can a materials delivery turn around? Roof and siding loads come on big trucks. A drive they cannot navigate means staging and double-handling.
• Will the driveway survive it? Heavy equipment on a gravel drive after a wet week is how a project quietly adds a driveway repair to its scope. Better to agree what happens there before, not after.
